CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
As a result of large-scale reforms implemented in our country under the wise leadership of our esteemed President - Hero Arkadagly Serdar, all spheres are developing on the basis of innovations and technologies consistently and at a modern level. Because innovative technologies are an integral part of the development of the modern world.
It should be noted, that with the transition of our economy to a digital system special opportunities for the development of the country have emerged. The digital system ensures the speed of modern development. This speaks of the enormous importance of the activities implemented as a result of the broad opportunities created in this area by our esteemed President. The words of the esteemed President: “We will continue to focus on the implementation of the capabilities of the digital system in all segments of the national economy”, show that the development of the digital system is one of the priority areas of state policy.
In our country digital technologies are being introduced into all spheres of the national economy. This is evidenced today by the effective work on the introduction of a digital system through the widespread use of information technologies in key areas of life in accordance with the “Concept for the development of the digital economy in Turkmenistan in 2019-2025”, as well as in accordance with the “State program for the development of the digital economy in Turkmenistan for 2021-2025”.
The development of the digital system and its implementation in our lives makes our work easier. Innovation and digitalization act as important indicators and needs that complement each other in ensuring universal sustainable development. In the implementation of digitalization, first of all, special importance is attached to the digitalization of the economy and society, creation, development and implementation of software, the introduction of electronic document circulation in public life. This is due to the fact that digital technologies offer a fast, convenient and modern way to achieve high results by introducing them into all spheres of public life, from the economy to the service system. From this point of view, our esteemed President sets clear, precise goals for such important tasks as the introduction of innovative and digital technologies in various sectors of the national economy, the transition to electronic document management, a system of electronic identity cards, the creation of a competitive digital economy and electronic industry.
As part of the establishment of the digital system, on March 14, 2020, the Law of Turkmenistan “On electronic document, electronic document management and digital services” was adopted aimed at defining the basic requirements of an electronic document, electronic document management and the legal status of digital services, as well as regulating relations arising in this area. In this regard, large-scale activities of apparatus of the Central Commission for Elections and Referendums in Turkmenistan are also carried out, which are carried out using the capabilities of the digital system. In particular, a system was installed at the apparatus the Central Election Commission that enables internal exchange of electronic information, the introduction of information exchange with other organizations, velayats, allowing online video conferences.
A clear indicator of this is the work of the official website of the Central Election Commission “saylav.gov.tm”. Internal networks were also created for the exchange of electronic information between staff of the Central Election Commission. The main strategy of the digital system is the appropriate use of the Internet capabilities.
Specialists of the department of digital technologies and information security management of apparatus of the Central Commission for holding Elections and Referendums in Turkmenistan are constantly studying domestic and international experience in improving the digital system and are effectively working to introduce the digital system into the activities of the apparatus.
It is especially necessary to note the global importance of the concept of “Digital economy”. Since the digital economy being a system of economic relations based on the use of digital information and communication technologies, creates excellent conditions for saving time and costs. We are specialists of apparatus of the Central Commission will make every effort to study the world experience in the use of new technologies and implement them in our work in accordance with the requirements of the national digital system.
We wish our National Leader Hero Arkadag and esteemed President – Hero Arkadagly Serdar, who creates all the conditions for the introduction of digital technologies in all spheres of the country’s life, including the electoral system, health, long life and success in great deeds!
