CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
During in the new era of the Revival of the new epoch of the powerful state, complex work started by our Hero Arkadag and successfully implemented at present under the leadership of our Hero Arkadagly Serdar significantly increases the standard of living of the people. This is also directly related to the improvement of the legislative system of the country in accordance with the requirements of the time.
Based on the instructions of the esteemed President, a number of draft laws were discussed and adopted at the 9th session of the Mejlis of Turkmenistan of the seventh convocation. Among them – the Law of Turkmenistan “On the Unified State Register of Voters”. This Law consists of six chapters and 34 articles defining the legal and organizational foundations for the creation and maintenance of the Unified State Register of citizens of the country who have the right to vote in elections and referendums.
The main objective of this Law – to create a centralized digital information system that ensures state registration of citizens of Turkmenistan who have the right to vote. The system will contain the data specified in the Law and intended for the storage, processing and use of data, as well as ensuring the correctness and accuracy of this registration, compliance with the electoral rights of citizens, the reliability and protection of data in the State Register.
The main objectives of this Law – organization and implementation of the registration of personal data of voters, compilation of lists of voters for the elections of the President of Turkmenistan, deputies of the Mejlis of Turkmenistan, members of the Halk Maslahaty of the velayats, cities of velayat and state significance, etraps, cities of etrap significance and Gengeshes, as well as the holding of national and local referendums.
The law also establishes the Central Commission for Holding Elections and Referendums in Turkmenistan – as the administrator of the State Register of Voters; in etraps and cities with etrap rights, special groups are created under the local executive authority – the hyakimlik – that are the maintainers of the State Register, their powers, duties and the procedure for appealing decisions, actions (inaction) of the State Register bodies, including in court are determined.
The adoption of this Law will increase the efficiency of the work carried out to introduce a digital system into electoral processes at a modern level through the widespread use of information technologies in the electoral system in accordance with the “Concept for the Development of the Digital Economy in Turkmenistan for 2019-2025” and “State Program for the Development of the Digital Economy in Turkmenistan for 2021-2025”. The Law will enter into force on January 1, 2026.
Currently, the Central Commission for Holding Elections and Referendums in Turkmenistan is developing relevant instructions and provisions related to this Law. Other organizational work is also being carried out. This law is important for the further conduct of elections in accordance with international standards and strengthening their legal framework.

In this regard, the rapid development of our country is ensured, wonderful opportunities are opening up for people to work in modern conditions and enjoy the benefits of life. In our country, the main directions of development of the digital system, capable of turning the life of humanity into a real blessing, have been and continue to be carried out a huge amount of work in such areas as national education, legislation, urban development.
