During in the period of the Revival of the new epoch of the powerful state under the wise leadership of our Hero Arkadagly Serdar great successes are achieved in all spheres of our country. In our country special importance is also attached to the democratization of all aspects of state and public life. The issue of democratization of public life is one of the important directions of the reform policy of the respected President.
All elections held in the country are based on democratic principles and election commissions prepare and conduct elections and referendums, nominate candidates for elections, conduct campaigning on the basis of freedom, equality, transparency and openness with equal opportunities for all candidates. A lot of work is being done to comprehensively study international experience in holding elections, conduct explanatory work about them among citizens who have the right to vote, among election commissions, bring it to the public and as a result, further improve the work of the election system.
State authorities, local government bodies and election commissions within the limits of their powers in order to ensure the protection and freedom of electoral rights of citizens, make decisions on issues of preparing and holding elections in the manner and within the timeframes established by national legislation and communicate them to the public through the media or in other ways.
The election campaign includes a number of activities, such as the formation of electoral districts and polling stations, the appointment and registration of national observers, the compilation of voter lists, the nomination and registration of candidates, campaigning, equipping polling stations, conducting voting, summing up its results, announcing election results and registering elected deputies and members. These planned activities provide legislative, legal, economic, organizational and informational guarantees that constitute the system of guarantees of citizens electoral rights in a democracy.
Election commissions inform the public about their composition, location and activities about registered candidates, information about their biographies, about the issues submitted to the referendum, about the results of the vote, the results of the elections and referendums.
The election commission also publishes information on the results of the vote and information on the elected candidates within the timeframes established by the national election legislation. Conditions are created for monitoring the elections by national and international observers. An important task of the election commissions is to conduct elections in the country in accordance with international standards, openly and democratically, on an alternative basis. Members of the election commissions carry out responsible work during the election campaign to ensure the protection of the electoral rights of citizens and compliance with current legal norms.
The election commissions are provided with the Constitution of Turkmenistan, Electoral Code of Turkmenistan, instructions, memos, regulations and election documents regulating the conduct of elections. In the velayats, the cities of Ashgabat and Arkadag staged training seminars are held for chairmen and members of election commissions of velayats, etraps, cities, districts, cities in etraps, villages, gengeshliks and polling stations, national observers, as well as representatives of the media according to a specially developed program.
The country’s election commissions include members of different ages and educational levels and work in various sectors of the country. The high number of women on the commissions indicates that the electoral system ensures gender equality.
In order to monitor the democratic conduct of elections in all types of elections in the country, equipped video cameras are installed at polling stations, which demonstrate the voting process online on the official website of the Central Election Commission “saylav.gov.tm” through a digital system. This clearly demonstrates that elections in our country are held openly and democratically. In accordance with Article 6 of the Electoral Code of Turkmenistan within the framework of the conditions of transparency, the elections are monitored by national observers appointed by political parties, public associations, groups of citizens and candidates. Thus, the elections are held openly.
