CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN

On October 7, 2025, the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov paid a working visit to the neighboring Republic of Azerbaijan at the invitation of President Ilham Aliyev. Our Hero Arkadag participated in the XII Summit of the Heads of State of the Organization of Turkic States held in Gabala.

The Organization of Turkic States – is an association of states, whose peoples share a common history, culture and language. Established in 2009, the organization aims to strengthen cooperation among Turkic countries in various fields. The Organization of Turkic States – is a platform for dialogue and cooperation aimed at sustainable development and currently Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey and Uzbekistan are full members. Turkmenistan and Hungary have observer status in this structure.

At the Gabala International Airport of the Republic of Azerbaijan, our Hero Arkadag was warmly welcomed by officials of the friendly country, as well as members of the delegation.

Then, during his working visit to Azerbaijan, the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov met with President of the Republic of Azerbaijan Ilham Aliyev. The President of the friendly country warmly welcomed our Hero Arkadag and expressed his satisfaction with his acceptance of the invitation to participate in the XII Summit of the Heads of State of the Organization of Turkic States and his arrival in Azerbaijan.

Our Hero Arkadag expressed gratitude for the invitation to participate in the summit, as well as for the opportunity to exchange views on priority areas of interstate relations in personal meeting format and expressed confidence that this high-level summit of the Organization of Turkic States and the decisions adopted within it will contribute to the further development of relations between the organization’s member states. He also conveyed the warm greetings and best wishes of our esteemed President. The President of Azerbaijan extending his warm greetings to the esteemed President noted that Azerbaijan attaches great importance to the consistent strengthening of relations with fraternal Turkmenistan.

Our National Leader emphasized Turkmenistan’s commitment to close cooperation with Azerbaijan in all spheres and taking the opportunity invited President Ilham Aliyev to pay an official visit to Turkmenistan at a time convenient for him.

At the end of the meeting, the National Leader of the Turkmen people our Hero Arkadag and the President of the Republic of Azerbaijan expressed confidence in the further development of traditionally friendly interstate relations for the benefit of the fraternal peoples of the two countries and conveyed their best wishes to each other.

Then our Hero Arkadag arrived venue for the summit at the Heydar Aliyev Congress Center. Here, the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov was warmly welcomed by President of the Republic of Azerbaijan Ilham Aliyev. After the official photographing of the heads of delegations participating in the summit, a meeting of the Council of Heads of State of the Organization of Turkic States took place.

President Ilham Aliyev warmly welcomed the summit participants, expressed gratitude for accepting the invitation and noted the importance of the Organization of Turkic States in strengthening solidarity among peoples sharing a common history, language, culture and spiritual and moral values. Then the floor was given to the summit participants. In his heartfelt speech at the summit our Hero Arkadag said: “First of all, I would like to express my sincere gratitude to the President of the Republic of Azerbaijan, dear brother Ilham Heydar oglu Aliyev for the invitation to this high-level meeting and hospitality he has extended.” Our Hero Arkadag noted that this organization is an international organization of our friendly peoples, based on a common history, culture, spiritual heritage and language.

As noted, the organization’s main goal – is to strengthen unity, friendship and brotherhood between the Turkic states, coordinate joint efforts and actions at the regional and international levels. Today, the global community is experiencing a very difficult period in its development. In this situation, coordinated actions by our states on the international stage are particularly important. “One of the main tasks facing us is strengthening peace, stability and trust at the international level,” said our Hero Arkadag. Taking the opportunity, the National Leader noted that the United Nations General Assembly at the initiative of Turkmenistan declared 2025 the “International Year of Peace and Trust” and invited summit participants to the international forum to be held in Ashgabat on December 12 of this year in honor of this significant date – the 30th anniversary of Turkmenistan’s Neutrality.

In conclusion, the Chairman of the Halk Maslahaty of Turkmenistan wished all summit participants good health, great success in their work and the fraternal peoples of the Turkic states – well-being, prosperity, peaceful and happy life.

President Ilham Aliyev thanked our Hero Arkadag for his insightful speech and noted the importance of his proposals for further strengthening friendly and fraternal relations between the Turkic states.

After summit, the heads of delegations participated digitally in a groundbreaking ceremony for a mosque to be built by Turkmenistan in the city of Fizuli as a gift to Azerbaijan. President Ilham Aliyev expressed his sincere gratitude to the National Leader of the Turkmen people, our esteemed President and to the entire Turkmen people for the construction of the mosque as a gift from Turkmenistan to Azerbaijan.

Then addressing the ceremony participants the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan our Hero Arkadag noted that this day – is a historic event and construction of roads, bridges and mosques are considered sacred by our people. “A mosque – is the “House of Allah.” Therefore, in this mosque will remember the past and offer prayers for the peace and prosperity of our countries. May the prayers offered in this mosque be accepted by the Almighty!” – said our Hero Arkadag.

Then, from the mosque’s foundation site, the muftis of Azerbaijan and Turkmenistan recited verses from the Quran and prayed for prosperity via a digital system. Afterward, the heads of the delegations simultaneously pressed the screen to begin construction of the mosque. It should be noted that, on the instructions of the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan our Hero Arkadag, this mosque will be built by the private enterprise “Aga-Gurlushyk” with funds from the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship.

Thus, the participation of our Hero Arkadag in the XII Summit of Heads of State of the Organization of Turkic States once again proved that Turkmenistan is an active partner of the Organization’s member states and advocates for strengthening relations between fraternal peoples with common historical roots, cultural, spiritual and moral values.
