CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
During in the era of Revival of the new epoch of the powerful state, our Arkadagly Hero Serdar, along with other sectors of the national economy, pays special attention to and supports the electoral system.
Elections held in our beloved Motherland are rooted in the national democratic traditions of our ancestors. These principles, honed over centuries are being modernized and continue to meet modern requirements. Extensive work is underway to modernize the electoral system and further enrich it, based on national principles. Citizens’ electoral rights are fully guaranteed by the Constitution and Electoral Code of Turkmenistan, which include generally recognized international standards for democratic elections.
Appointment of elections: according to the Electoral Code, elections are appointed by the Mejlis of Turkmenistan no later than 3 (three) months before the expiration of the term of office of the President of Turkmenistan, deputies of the Mejlis of Turkmenistan, members of the halk maslahaty of the velayat, city with the rights of a velayat and state significance, etrap, city with the rights of an etrap and Gengeshes. As part of the organizational work for the elections, after the date of the relevant elections is set by a resolution of the Mejlis of Turkmenistan, the Central Election Commission at its meeting adopts a resolution and announces the start of the election campaign.
Announcement of the start of the election campaign: The Central Commission for holding elections and referendums in Turkmenistan announces the start of the election campaign no later than 70 (seventy) days before election day.
In fact, the public announcement of the decision of the Mejlis of Turkmenistan to appointment the elections, as well as the decision of the Central Commission for holding elections and referendums in Turkmenistan to announce the start of the election campaign through the media – is clear evidence that the first stage of the election campaign has begun in accordance with the principles of openness.
Election campaign: This campaign includes several stages related to the organized preparation for the elections and their hold at a high level. Of course, preparatory work includes a variety of activities, such as announcing the election campaign, setting up and equipping polling stations, nominating and registering candidates, registering national and international observers, organizing campaign activities, holding the vote, summarizing the results and announcing them.
In addition, ensuring the principles of transparency – is a main requirement for holding an election campaign in accordance with democratic standards. The participation of candidates’ representatives, observers and media representatives ensures the transparency and openness of the electoral process.
Responsibility for the election campaign means – planned activities related to the legal implementation of preparations for elections, voting, vote counting and all other activities, starting from the day of the announcement of the election campaign and until the official announcement of the election results.
Based on the initiatives of our Hero Arkadag and under the wise leadership of our Arkadagly Hero Serdar, who is worthily continuing the path of development of our sovereign state, the democratization of public life in our beloved Motherland, which enjoys great prestige on the international stage – is one of the important areas of state policy for the benefit of the people and the country. This is also evidenced by the elections regularly held in our country based on democratic principles.
Elections – are one of the fundamental political rights of citizens in public life. Democratic elections – are an important socio-political event aimed at ensuring citizens’ electoral rights and influencing the fate of the nation. Therefore, elections play a very important role in strengthening democratic principles in society, in the harmonious development of the state based on the will of the people, honesty and justice, in improving civil society and in ensuring citizens’ deep understanding of their legal rights and obligations, their responsibility for matters of national interests and the determination of their destiny. More precisely, elections – are the main instrument for the triumph of democracy in public life.
