CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN

On June 17, 2025, esteemed President Serdar Berdimuhamedov paid a working visit to the neighboring country of Kazakhstan. Our Hero Arkadagly Serdar took part in the second “Central Asia – China” summit, which was held in Astana.

It is worth noting on May 18, 2023, first “Central Asia – China” summit was held in Xi’an, People’s Republic of China.

The foreign policy strategy of our country, which was laid down by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov and successfully implemented by the esteemed President, attaches great importance to bilateral and multilateral relations with the People’s Republic of China.

Esteemed President Serdar Berdimuhamedov was warmly welcomed by Prime Minister of the Republic of Kazakhstan Olzhas Bektenov and other officials, as well as members of the country’s delegation at the Nursultan Nazarbaev International Airport in Astana, Republic of Kazakhstan.

As part of his working visit to the Republic of Kazakhstan, on the eve of the summit esteemed President Serdar Berdimuhamedov met with Head of the People’s Republic of China Xi Jinping.

The Head of State and the Head of the People’s Republic of China warmly welcomed each other and expressed satisfaction with the opportunity to meet and discuss the main aspects of bilateral relations within the framework of the “Central Asia–China” summit.

Xi Jinping noted that China highly appreciates the traditional friendly relations and mutually beneficial strategic cooperation with Turkmenistan and said that this meeting would give a new impetus to the development of bilateral cooperation and took the opportunity to express his warm greetings and best wishes to the National Leader of the Turkmen people.

Our esteemed President thanked for the kind words, conveyed the warm greetings from our Hero Arkadag to Head of the People’s Republic of China Xi Jinping and noted that such high-level meetings are always an important and significant event in the annals of interstate relations.

During the meeting sides exchanged views on priority areas of bilateral relations in the trade-economic, energy, cultural and humanitarian spheres, as well as on issues of cooperation in the international arena.

At the end of the meeting, our esteemed President Serdar Berdimuhamedov and Head of the People’s Republic of China Xi Jinping expressed confidence that mutually beneficial cooperation would continue to develop for the benefit of the two friendly states and their peoples and expressed their best wishes to each other.

Then, in the afternoon our Hero Arkadagly Serdar went to the “Independence” Palace, where the summit was held. President of the Republic of Kazakhstan Kassym-Jomart Tokayev warmly welcomed the head of state here. Then the heads of the delegations went to the conference-hall of the palace, where the second “Central Asia–China” summit was held.

The high-level meeting chaired by President of the Republic of Kazakhstan Kassym-Jomart Tokayev was attended by Head of the People’s Republic of China Xi Jinping, Presidents Serdar Berdimuhamedov, Sadyr Japarov, Emomali Rahmon, Shavkat Mirziyoyev. The agenda of the summit included issues of strengthening regional cooperation, expanding political dialogue, deepening trade-economic relations, cooperation in the fields of transport, energy and innovation.

President Kassym-Jomart Tokayev welcomed the summit participants and expressed sincere gratitude to the heads of state for their participation in this high-level meeting and continued support for regional cooperation. Then the floor was given to the summit participants.

On behalf of the delegation of Turkmenistan, esteemed President Serdar Berdimuhamedov expressed gratitude to President of the Republic of Kazakhstan Kassym-Jomart Tokayev for the hospitality extended to him and also noted that this meeting is aimed at consolidating and developing important ideas and proposals expressed at the Xi’an summit, as well as the Xi’an Declaration adopted as a result.

In his heartfelt speech at the second “Central Asia-China” summit, esteemed President Serdar Berdimuhamedov said: “High spirituality, great centuries old culture, true values – form the basis and unshakable foundation of cooperation, historical and current closeness, mutual understanding and sympathy between the peoples of Central Asia and China.

We suggest thinking about organizing joint thematic festivals of culture and arts on an ongoing basis, which would be held alternately in one of our countries. Based on this, we are putting forward an initiative to form a new platform for cooperation in the field of culture, namely – “Cultural Dialogue between Central Asia and China”. If the heads of state agree in principle, it will be possible to give relevant instructions on the development of the modalities of such a platform to relevant departments.

In conclusion, esteemed President of Turkmenistan confirmed Turkmenistan’s firm and unwavering commitment to close cooperation in the “Central Asia–China” format, confirming our country’s firm belief that this format opens up tremendous opportunities for peace and prosperity of our peoples and states.

Thus, this summit demonstrated the commitment of the Central Asian countries and China to further develop mutually beneficial cooperation. The practical implementation of the agreements reached at the summit will contribute to ensuring common prosperity and sustainable development in the long term.
