Turkmenistan, which actively pursues a foreign policy based on the principles of peacefulness, positive Neutrality and broad international cooperation, also develops effective relations within the framework of reputable international organizations. Comprehensive development and strengthening of multifaceted cooperation with the United Nations – is a key pillar of independent Turkmenistan’s foreign policy, firmly adhering to the principles of openness, peacefulness and broad international cooperation.
From September 21 to 24, 2025, our esteemed President Serdar Berdimuhamedov paid a working visit to the friendly country of the United States of America. Our esteemed President participated in the 80th session of the United Nations General Assembly held in New York.
Having become a full member of the United Nations in 1992, our country advocates for strengthening the authority of this large organization as an institution coordinating international relations.
The foreign policy pursued by our country under the wise leadership of our esteemed President Hero Arkadagly Serdar, who continues the work of our Hero Arkadag has received wide recognition and support from the United Nations.
On September 22, as part of a working visit to the United States, President Serdar Berdimuhamedov participated in the high-level plenary meeting of the General Assembly dedicated to the 80th anniversary of the establishment of the United Nations.
As a Neutral state, Turkmenistan pursues a foreign policy aimed at strengthening peace, stability and international cooperation. Turkmenistan’s Neutrality – officially recognized three times by the United Nations, an important part of our country’s foreign policy based on the principles of peace, stability and cooperation and serves as the foundation for the development of effective relations with other countries.
As you known, 2025 marks two important dates – the 30th anniversary of Turkmenistan’s Neutrality and the 80th anniversary of the founding of the United Nations. The coincidence of these two significant dates testifies to Turkmenistan’s historical connection with the United Nations. In the 30 years since our country acquired Neutrality, this international legal status has proven itself to be an effective tool for promoting peace.
On September 23, during his working visit to the United States, the esteemed President held a series of high-level meetings. First of all, President Serdar Berdimuhamedov met with United Nations Secretary-General António Guterres.
The esteemed President noting that this year marks the 80th anniversary of the founding of the United Nations, warmly congratulated António Guterres and all the staff of the organization’s specialized agencies on this significant date and taking the opportunity, conveyed warm greetings from the National Leader of the Turkmen people to the United Nations Secretary-General.
António Guterres expressing greetings and best wishes to our Hero Arkadag stated that he considers this meeting as a unique continuation of Turkmenistan’s cooperation with the United Nations on important issues and noted our country’s contribution to the positive resolution of regional and global problems.
The esteemed President noting that over the past 80 years the United Nations has accomplished colossal work to ensure peace, security and stability throughout the world, reaffirmed Turkmenistan’s commitment to further developing multifaceted cooperation with the United Nations to achieve these goals.
The head of state noted that, at the initiative of Turkmenistan, the UN declared 2025 the “International Year of Peace and Trust,” which coincides with the significant 30th anniversary of our country’s permanent Neutrality and invited António Guterres to participate in the international forum to be held in Ashgabat on December 12 of this year.
Then our esteemed President Serdar Berdimuhamedov met with the Crown Prince of the State of Kuwait, Sheikh Sabah Al-Khalid Al-Sabah.
The interlocutors expressed satisfaction with the opportunity to exchange views on the current state of bilateral relations and promising areas for their development and expressed confidence that the results of this meeting would contribute to the further development of mutually beneficial cooperation. The Crown Prince of Kuwait took the opportunity to congratulate the esteemed President on the successful holding of the Third UN Conference on Landlocked Developing Countries in Avaza and asked him to convey his warm greetings to the National Leader of the Turkmen people our Hero Arkadag.
The head of state expressed gratitude for the kind words, stressed that Turkmenistan attaches great importance to the development of equal relations and cooperation based on mutual respect with Kuwait and conveyed warm greetings and best wishes of Hero Arkadag to Crown Prince Sheikh Sabah Al-Khalid Al-Sabah.
Also, as part of his working visit President Serdar Berdimuhamedov met with King Eswatini Mswati III. The esteemed President noted that Turkmenistan maintains friendly relations with the entire world based on its legal status of Neutrality, placing particular importance on relations with African countries. During the meeting, the signing of the Protocol on the establishment of diplomatic relations between Turkmenistan and the Kingdom of Eswatini was of particular significance.
On September 24, as part of a working visit, His Excellency President Serdar Berdimuhamedov visited the headquarters of the United Nations General Assembly. There, the head of state was warmly welcomed by UN Secretary-General António Guterres and other officials and a group photo was taken. Then the plenary session began and the floor was given to the participants.
Speaking at the meeting the esteemed President congratulated the participants on the opening of the 80th session of the United Nations General Assembly and wished everyone fruitful work. The head of state congratulated Mrs. Annalena Baerbock on her election as President of the General Assembly and wished her success.
In his informative speech the Head of State stated: “The key area of Turkmenistan’s cooperation with the United Nations is ensuring international peace and security. Recognizing its responsibility as a permanently Neutral state, Turkmenistan – is ready to begin implementing further practical steps aimed at creating an atmosphere of cooperation, mutual understanding and respectful dialogue as the primary and defining condition capable of ensuring stability and sustainable development in the global and regional dimensions. We are convinced that today, one of the most effective mechanisms for advancing and achieving these objectives is the practical application of the principles of Neutrality. In this regard, Turkmenistan initiated the inclusion of a separate item on the agenda of the 80th session of the United Nations General Assembly entitled “Neutrality for Peace and Security.” We believe this is important in terms of the growing understanding by the international community of the importance of Neutrality and its awareness of its potential and tools in the context of the United Nations peacekeeping strategy. In furtherance of this line, during the current session, Turkmenistan will propose consideration of a draft resolution entitled “The role and significance of the policy of Neutrality in maintaining and strengthening international peace, security and the sustainable development process.”
The esteemed President continued noting that this meeting – is of particular significance for Turkmenistan. Thirty years ago, the United Nations General Assembly unanimously adopted the Resolution on the Permanent Neutrality of Turkmenistan. This was a historic event for our country and defined Turkmenistan’s future foreign policy and international activities, the head of state said. Taking this opportunity, on behalf of the people of Turkmenistan, he expressed gratitude to United Nations member states and entire international community for the decision to recognize Turkmenistan’s permanent Neutrality adopted in December 1995 and reaffirmed by the two most recent General Assembly resolutions.
The esteemed President once again congratulated all delegations on the beginning of the work of the jubilee 80th session of the United Nations General Assembly and wished them success.
During his working visit to the United States of America, esteemed President Serdar Berdimuhamedov met with Federal President of the Republic of Austria Alexander Van der Bellen.
As noted during the meeting, the Republic of Austria is one of Turkmenistan’s long-standing and important partners in the European region. Relations between our countries have consistently developed based on mutual respect, friendship and understanding. The alignment of Turkmenistan and Austria’s foreign policies based on the principles of Neutrality, largely serves as the basis for coordinating mutual actions at the international level.
Then President Serdar Berdimuhamedov met with the President of the Portuguese Republic Marcelo Rebelo de Sousa.
During his working visit President Serdar Berdimuhamedov also met with the President of the Swiss Confederation Karin Maria Keller-Sutter. Internationally, Turkmenistan and Switzerland share the principles of Neutrality. This serves as a solid foundation for developing international cooperation, strengthening peace and stability.
Thus, the participation and speech of the esteemed President Serdar Berdimuhamedov at the plenary session of the 80th anniversary session of the United Nations General Assembly, held at the United Nations headquarters in New York was not only an event demonstrating Turkmenistan’s commitment to the principles of Neutrality and international law, but also an important contribution to the development of international cooperation and strengthening of global peace.
